Absolutely correct, however the 'peacekeepers' must be acceptable to all actors. As soon as the Russians and their puppets withdraw put down their weapons and go home retreat to their own country there is a chance of peace breaking out.
I was referring to prior to engagement just after the recognition of the two states, that is when they should have been put in to the Ukraine held disputed areas.
