The Kremlin/puppet parliament/upper civil service is a several (hundred?) thousand-strong group of corrupt, wealthy individuals, in hock to Putin for their positions. Not billionaires, but very wealthy- the type who ski in Courchevel and Meribel and take security teams for their wives and girlfriends. They sail to Monaco in their yachts, and own minor palaces in London and Paris etc. They are NOT the ones minding Putin's dosh. THIS, he says, is the group to **** off by withdrawing visas and locking them inside Russia and sending their families home. I think he has a fair argument.
