I have no definitive answer, I am considering the possibility of relating the term to rotary guns, of which there were lots of smaller caliber versions in the USSR.
By allowing up to 12,7mm rifled weapons releases the long distance powerful sniper rifles, but they probably want to deny the possession of eg GShG-7.62 with fire rate of up to 3500rpm.
All the other restrictions deny eg mortars, cannons, artillery and such so this would be rather obvious continuation to it.
