I doubt that all the RIvet Joints, Global Hawks et al have flown with ADS-B on. They are doing so with some flights to make a point that they are there. And at the same time I doubt that any of the Russian military has had the transponders on at all. If they would've then the flightradar would've swarmed with military AC.
