The intention is clear, they don't want traffic inbound to other regional airports diverting there. Mostly ZBAD, ZBTJ, ZYTL. A similar rule exists for LHR.
My understanding is that for non-LROPs 60 minutes rule it is still adequate but shall not be used as a nominated alternate. Which rules out ERA.
