basically the aerodrome is accepting you only in case of safety related issues, so you would not be able to plan it for commercial or technical fuel stop reasons. The aerodrome is therefore adequate to keep you within your 60 min non-etops flight as you can use it for a safety-related enroute diversion. The only reason said aerodrome could potentially not accept you in case of an emergency is if the emergency poses a threat to the State in terms of homeland security (unlawful interference, suspect device on-board for instance) and they might redirect you somewhere else, but that is valid for all the airports for all the Contracting States.
