Hi Segei,

all the EASA publications are derived from Implementing Regulations that are discussed and promulgated at the European Council level taking into account the different ICAO annexes. All EASA member States are ICAO contracting States and follow the associated protocols. Best thing is to navigate the EASA website in order to gather more knowledge on the Agency. Start from agency-organisation-structure
