Ha, according to this doc the number of refugees and asylum seekers is 4931. What they call IDP's are, to a large extent, people whose homes were destroyed by Ukrainian artillery and aviation in 2014 in Donbass and who relocated to (or close to) their relatives in other parts of the Ukraine. E.g., a friend of mine evacuated his parents from Lugansk to Kiev (ironically, through Russia). An opposite example from another former colleague: separatists installed machine guns on the roof of the apt bldg where his mother lived and she, being scared to death, removed to Russia.
No doubt, many had to relocate from villages destroyed by separatists' fire, but this part is less because the separs were mostly retreated in 2014 and there were not such big cities to fire at like Donetsk and Lugansk.
