I believe only a few of these will be looking to join VJ on the know conditions.
Maybe so - but at least put them on the least favoured fleets and reward the loyalty of your existing PICs by bumping them up to the “aspirational” fleets (not aspirational for me as I’ve had my fill of long-range but you presumably get my point)
