The service that I have been with for 12 years tracks unwelcome calls, such as hoax calls, closely. A decade ago the unwelcome call rate hovered around 5 percent; it's now less than 3 percent. And that's for all unwelcome calls - the vast majority of those are abusive or "explicit" calls.
