Intruder pointed out the conditions for RTO; anti skid systems provide superior braking at speed, however when the end of the runway is approaching and a culvert beyond, what pilot is not going to press as hard down on his pedals, this is when manual braking, at lower speeds, can be more effective than anti skid which will still be releasing a locking brake and hence loose effective braking, but save tyre wear. I cannot remember the speed at which most anti skid system designs stop releasing for this very reason.
