It's not within 6 hours, but I renewed my E-3 one time in Vienna, Austria. The officer had never processed an E-3 before, and told me so. I said that would not be a problem, I would walk her through it ...
When we had finished she said "you're Australian, but it says on the form that you live in France. Why have you come here for your visa ?"
I said "because you're the fastest".
She grinned and said "that's right, visa approved. You can pick it up this afternoon".
