So a Finnish person could get a Finnish initial class one, SOLI to the UK but continue getting every single medical done in Finland, and the Finns would still insist on another initial medical.

Where does that leave the status of the latest medical then? Legal or not? Since a medical can be held without an associated licence, can a student pilot go solo with an 'orphan' medical? It seems strange that you could undergo a medical examination, be issued a medical certificate and that certificate be effectively worthless.
