This looks like a downloaded web page.
I am not an expert in this but I am sometimes not bad at guessing.
I just did a test and I did right click/Save As. Choose web page complete.
It creates an html file which by default is called
web-page-name.html and a folder called
web-page-name_files
The latter contains all the files required to construct the web page including in the case of the one I tried various of the form xxx.
js.download
css files are a normal part of web pages.
Your one may be from a GPDR , EU consent web page.
Just delete the files if they are not wanted.

If curious --
you could just open the page I guess, I can't see how it can do any harm since it has already been opened before being saved. Click on the
Documents.html file in the top level directory. But then as I said I am not an expert.
Or open the html file in notepad which would be completely safe. There may be clues as to the origin of the page therein.
