Because it is very unlikely that Pilot Forkner had ODA/FAA delegation to make a finding of compliance for some of the design requirements for which a finding was made, but compliance really had not been demonstrated (25.1309, for example). The presentation to the FAA that the 737 Max with MCAS was worthy of certification was obviously a team effort at Boeing. The rest of the team members are probably identifiable because of what they
did sign for, as opposed to what they
should not have signed for.
