Item 7. If permitted by local public health regulations and policies, the following essential activities are allowed to ensure that basic food and medical needs are met:
If room service and food delivery service are not available, collecting take-away food for consumption in your hotel room.
So in my scenario it is specifically permitted to leave your room. Not sure which part you are reading.
