Easier done in the continent where they use Class D/E airspace extensively, but I would have thought that in place of a SID the simple solution for most IFR aerodromes in the UK would be to publish the omnidirectional departure information for each of their instrument runways?

I have never heard of that and with a quick search of PANS, I can't find any reference to a requirement for controlled airspace (that obviously doesn't mean anything except that I probably don't know what I'm talking about), please can you point me to where that is laid down?
