Its impossible to say whether it was or not, generally flight planning objective is to deliver minimum fuel burn without compromising on time performance. So unless you know the traffic load, and the fuel burnt by each aircraft you have no idea what represented good or bad planning. I don’t think there was ever a plan for a simultaneous arrival at JFK, or a competition to see who got there first.
If the BA flight burnt less fuel, then their planning will have been more successful.
