Could it be that with INR TK pumps offline the transfer valve jet (venturi, right?) will allow for a spill from the high-level CTR tank to the wing side at a later stage?
If not, the imbalance procedure (when triggered) will avoid starvation of the failed side and the use of CTR tank fuel without additional ECAM proc.
