Never said I believe it's the right decision or wrong. But your reasoning for it seems to blame the government when it was pure public opinion. Why make something when we are giving it away overseas and not using it ourselves.
Also why have not Australia managed to build a COVID hospital in each capital city? Australia is a very rich country and after 18 months of daily press conferences where “the health experts” cause fear and alarm each day no one thought of increase ICU beds by building new facilities?
Just like an employer will pay bonuses but not increase wages until they have to. A new hospital for one cause that may be over in 3-5 years is a cost burden than no one wants. Additional issues are that a lead time on doctors is a minimum of 6 years, you can't import doctors at the moment due to the stress on the systems overseas. Also you need specialist doctors and ER staff, not just conscript GPs into a hospital wing (GPs earn way more in private practice than they would in a hospital setting). Lead time on a fully staffed and operational city hospital would be a 10 year plan thing.
So quite simply a government can provide additional beds, and they have, but they can't magically make more staff to handle them. Nurses and Doctors in Melbourne are already on double shifts to cover the issues. This ain't Simcity where you buy a hospital and it comes staffed and stocked.
