Almost certainly an in-house Company requirement. Years ago, when I was a new Captain on type, destination weather was below my newbie limits. Miraculously a Data link message from Flight Ops appeared on the printer upgrading my limits to those of an experienced Captain. Guess what, we landed OK (and safely, in accordance with National Regs).
