Since the employer carries the responsibility of health and safety in the workplace? Not just for staff but for customers as well.
If we identify a threat, such as catching and spreading Covid that falls in the High to Extreme corner of the risk/severity matrix the procedure is to eliminate or isolate the hazard. Otherwise the employer is up for some hefty fines, quite rightly.
You can google the hazard matrix and the hierarchy of hazard control that we have to go by.
As for medications, yes we can say that if you turn up to work drunk or under the influence of something else you are immediately removed from "safety Sensitive Aviation Activities" and then follow the drug and alcohol management plan.
