This is an example of where an "English Academy" in the
Academie Francaise mould might not be so bad. The answer is clearly Wales's, as a moment's consideration of pronunciation confirms, and all major style guides except AP agree. Yet in a few minutes of searching educational sites aimed at young people, including the BBC's, all I see is Wales'. I'd sooner have a highbrow elite pontificating for decades on potential language changes than have a bunch of unseen educators determining them on the basis of what's easy for students...
