In one way I understand it, your an engineer with an engine pulled apart on the bench, an engine that if you say so, will fly around for another 15 years if you give it a tick; or say no, put in a new this or that, just to be sure, then go home and sleep at night.
I believe its a bit more than a clear conscience that drives some of these costs. Turbomeca has always been the outlier with more calendar/time limited requirements than other turbine OEMs. And as mentioned, if the work is performed per Turbomeca manuals usually requires the compliance of any outstanding bulletins, etc. which adds to the cost.
