I'm not aware of a specific Instrument Foreign Pilot exam. I think you might need to pass the regular Instrument Pilot Airplane exam. You can find sample questions
here. Any of the standard Instrument prep courses from King, Sportys, Gleim, ASA, etc. will work. See the FAA requirements
