All of the mandates that I have read about so far make specific exemptions for people who are genuinely unable to be vaccinated.
Same I have never seen any regulations, or even proposed regulation that would ask someone to get vaccinated against medical advice. I think now it will just have to be more regulated with proper examination and not just self declaring yourself as exempt like happened here for the last 18 months in the UK.
