Min requirements of airport for commercial flight

I've seen an airline offering round trip tickets as a one-off for sale between 2 EU airports in different countries (ie airport A to B, and then from B back to A a few days later). The strange thing is that airport B made many of its staff redundant several years ago when it ceased to have regular scheduled commercial pax flights

What are the minimum infrastructure requirements of an EU airport to allow a commercial airline to offer an international commercial flight during daylight hours inside the EU at non-zero prices (ie not free or just cost sharing) which were sold as tickets, for pax on an ad hoc basis ?

If all pax know each other personally, does airport security become easier ? Maybe there are 2 or 3 pax who are not known to the other pax ? If 19 (or 9) pax or less, is airport screening security formally required ?

Are having a dirt strip, perimeter fence and a fire extinguisher the only things that are 100% needed in 2021 (not 1971 !), for a daytime one-off EU cross-border commercial non-emergency flight to be legal ?
