This wind tunnel doesn't put China anywhere in hypersonic weapons development race until the wind tunnel is completed and is demonstrated to meet its design objectives. I tend to agree. The challenges of hypersonic vehicles are many and daunting. Having a viable, hypersonic wind tunnel is useful at validating solutions and demonstrating which 'solutions' don't work, but it doesn't help much with designing those solutions.
