The only site I have discovered that covers Valiant BK1 XD864 and the Tench Report is here, but the latter is on an audio file, not a pdf. I post it because the theme of the site is of untoward interference in the BoI in order to situate the report. The quote at the top of the page should ring a few bells.

That is the link that came up in my web search. I then worked the url back to get to the page about XD864, and saw the link at the bottom of that page..... and mistakenly assumed it led forward to the PDF of the Tench report. My bad, sorry!
I really just wanted people here to be able to arrive at a web page and
choose to download the PDF, rather than have something download straight away. As I wrote earlier, I was initially a bit uneasy about the setup on that website. 🤔
