Thanks for the link Gearlever. One can see that these recent maps ( April 2021) heights are in meters , and QNH/QFE in mmHg , so made for Russian aircraft. . In one comments below someone refers to an interview of the controller which wanted the crew to perform an approach over land due weather /visibility , but it was refused by the crew.
I doubt they had EGPWS on an old AN26 ( ex military) , but I know most old Russians aircraft do have a basic GPWS, someone in Russia can perhaps confirm or infirm that in this case.
