Sometime in the early 2000s I was due to fly from Gaborone to Maun whilst Bill Clinton and his retinue were visiting Botswana for some reason. Air Force One was parked on the other side of the airfield but it didn't stop the sun-glassed and black-suited security troop from stalking around the terminal menacingly for whatever reason. The Air Botswana flight was delayed for an hour or so with no excuse other than 'the American president is in Botswana'. We were eventually allowed to walk out to the aircraft and then told that we weren't permitted to board for the same reason. So we had to stand sweltering under the wing at 35C for half an hour until whatever non-existent problem was solved. Pretty paranoid, considering Clinton was nowhere near the airport. I pity the poor population of Carbis Bay for the next few days if the same measures are being applied by the CIA or whoever they are.
