I did mine at Simuflight. They were really good. It was $3000ish. 1000 USD is quite cheap - and with promises of time.
Regarding rating on EASA license, 2 possibilities.
1. You'll have to check if EASA approves the territory and/or school to endorse your European licence.
2. If they won't allow it, you'll have to get the rating on Kenyan licence and then go back to EASA to add the rating to your Euro licence, based on your endorsed Kenyan licence.
You'll still be able to train for rating on validation, but flying / conversion would require the endorsed Kenyan licence.
