LADCAN may be inconvenient to those who work at the airport... but living in a liberal democracy, they and local residents have a right to protest. If you look in the paperwork for the lease, tenancy or freehold of your home, you will almost certainly see a clause about the "quiet enjoyment of your home". Without noise protestors around the world over many years, the improvements in noise reduction over the last 50 years would not have happened.
Engineers at the main aircraft and engine manufacturers can achieve more around noise reduction, but money for R&D will exist only if manufacturers see this as enhancing profitability. There just needs to be legislative pressure from Govt bodies (eg noise quota schemes) to ensure airlines put commercial pressure on manufacturers to achieve this
