First it was the inability to deliver the £124m access road for a second terminal but now it is looking a tad worse for airport expansion.

Boris Johnson will be announcing in the coming days a new pledge to reduce emissions by 78% by 2035 compared to 1990 levels. For the first time emissions from aviation and shipping are likely to be included in the new UK target so what does this mean for Luton’s DCO application?


Even before the news broke about this new revised emissions pledge LLAL had already abandoned its plans to submit its £50m DCO to government this year to expand the airport to 32m. It would have been tough getting it passed in the same year as the climate change conference in Glasgow but now it might well be impossible with the governments new targets.

LLAL are also now planning to put the DCO back out for a further consultation. During the last consultation LLAL had to bring in outside consultants for a series of expensive road shows to tick the boxes that they could show a consultation had indeed been carried out even though they didn’t listen as nothing was changed. Will the new consultation involve another set of road shows around Herts, Beds and Bucks?
