An FI certificate, not a rating is a FI Certificate. The Restriction is just an experience based limitation on that certificate it is not a seperate certificate so you cannot seperate a FI certificate from a FI Certificate with Restricted privileges. I have not seen any mention of FI certificates not being accepted. The issue is one of retaining UK licence privileges for those who may have changed their SOLI.
