Meggitt and Goodrich (both in UK) and Safran (in France) all reclaim carbon disks and would have waste. You would have to contact them to see if they were willing to let any go. Every W&B shop works by exchange with the OEMs, and WTL packs would still have a residual value as service exchange cores.
