It's not too late! The CAA will process your SOLI as long as they have the forms before the 31st. Speak to the NAA you want to transfer to and see what there deadline is. The Maltese and Dutch CAA have said the same as the CAA as long as they have the forms before the 31st they will transfer. The process might take into the new year and beyond the B-word, but as long as everything was valid when the SOLI was requested it will be. Only issue is you might not be able to fly until the new licence is issued.
