An update. Some EASA States originally took the view that a SOLI transfer started before exit date could be completed after. EASA ruled that out recently, they must be 'completed' by the end of December. Having spoken to the IAA a couple of days ago they say it's unlikely that a request for SOLI now would get the medical records sent over by the CAA before the end of the year, and therefore the SOLI would fail.
