That seems a plausible path forward, nukes that offer fractions of a kiloton yield, blow up a city block rather than a whole city.
Afaik, the US Army had the early versions, the Davy Crockett and the ADMs, in the 1960s.
Nice idea, but the smaller the device, the easier to steal/get lost. It may be just what the non players are looking for today.
