Both Bell and MD fell into the trap of not fully reading the spec. MD faced the problem with the 900 but got around it by creating the 902 and Bell created the 427 which was an abortion that placed the fuel in the cabin. The only answer to that was the 429 which again ended up with the engineers not reading the full script.
