Yes, the generally accepted definition is contained in
FAA Advisory Circular AC 33-5: Turbine Engine Rotor Blade Containment/Durability, dating from 1990:
"Contained means that no fragments are released through the engine structure, but fragments may be ejected out the engine air inlet or exhaust."
(note the specific reference to blades)
