Whilst there is no legal responsibility to report a crime, in this case there would be a moral responsibility to ensure that the alleged perpetrator is questioned by the Civ Pol to ascertain whether they have grounds for suspicion that a crime has been committed.
Agreed LJ; “the service” didn’t make an error here, he made a personal error of judgement and to be honest I’d expect better from someone at that rank.
