You're missing the point. If you have a population that's had little or no exposure to the virus, then they will potentially still be at risk from a plane load of vaccinated people just as much as a plane load of un-vaccinated people. Countries like New Zealand who have backed themselves into a corner have 2 options, either stay isolated forever, or 100% vaccination of the entire population (We're only looking at vaccinating only a relatively small percentage).
