That's not correct, or at least it's yet to be confirmed. The vaccine prevents you for getting a serious illness, it is yet to be proven that it stops you from spreading the virus through coughing/sneezing or just general expulsion of water droplets. So the good people of Cyprus would still be potentially capable of contracting the virus from yourself, even if you are showing no illness.
