I seem to remember an overspeed governor and perhaps a Fuel Topping governor on the PT-6. Is this what limits the torque to a certain value?
I only flew an earlier version of the engine, and there are many. But mine did not have a torque limiter, but did have both of the governors you named, both of which are activated by RPM and not torque. So it's a separate piece added later.
All this is from far enough ago that it may be a bit unreliable.
