Hi,
It can be the case that only the G/S fails so in that case the LOC only minima can be used for an NPA. (at EGBB rwy 33, there was a NOTAM for a while about drainage issues affecting the GP so only LOC was available)
But if you know that during preflight planning, then NPA RVR/VIS + 1 000 m /Ceiling shall be at or above MDH + 200 ft criteria needs to be satisfied. (from the same table as referenced before)
Altough if the ILS GP fails while you are on the way and you still have to LOC available, those minimas are applicable as you are now executing the flight.
