Cool Jobs, interviews etc. How often does the Ops Director have the final say?

A mate of mine has been applying for some time to a certain airline. However, despite being the airline being short of pilots, and the guy being really well qualified, he never gets an interview.

We had a chat about this and, after discussing various personalities in the business, came to the conclusion that someone senior in the airline whom my mate once had a disagreement with, might somehow be blocking his application.

Now, that might just be how life is. But, how much influence do senior guys like the Chief Pilot and Ops Director have over who get hired and who does not?

I.e. How many airlines leave the final OK (after interview and SIM check etc.) to the man in the big office?

Is the Chief Pilot / Ops Director opinion and word the actual selection procedure and never mind HR?
