When you land at a drome in a different state from departure for the purposes of a flight as long as you don't leave the gazetted boundary of that drome you are deemed not to have arrived in that state.
I know that is the case for SA - I've seen the legislation or health order (whatever its' called), but haven't been able to confirm that for NSW or Victoria, do you have a reference for that?
