'Fuel Surcharge' was one of the finest wheezes they ever dreamt up. Irrespective of what happened to the oil price. But - it was a good course of action as Pax were already making it clear that a low 'headline' price was required. Soon, everyone was going the same way. Even today (in the UK) fuel is sold as 0.1159 pence per litre. Obviously, they cannot charge in fractions of the curreny that have never existed, so that rounds up to 0.116 ppl but, apparently, that 'extra penny' per litre would turn some consumers away.

Likewise, it has been shown many times that SOME carriers were adding 'govt charges' etc to the price that govt was not charging. It will be interesting to see what happens to such charges in the next five years.
