Are you sure you didn't meet the exemption in Order in Council
PC Number: 2020-0689 under Section 6(a) if you didn't have symptoms? Sorry, I can't post links yet, but that's the official order that's currently in-force. It's possible CBSA isn't familiar with all the rules, especially at smaller airports.
